Prior to 2003, the healthcare coverage of Ghana’s residents was oftentimes insufficient, to say the least. The “cash and carry” scheme required the sick to pay for their treatment up front – making it impossible for a larger part of the population. In an effort to fight against this situation, the Ghanaian government had to set up the National Health Insurance Scheme (NHIS).
